The Council is proposing to introduce a borough-wide additional licensing scheme for all houses in multiple occupation (HMOs).
The scheme will help to provide a greater choice of safe, good quality and well-managed accommodation in the borough.
What is Additional Licensing?
Additional Licensing will cover all HMOs, irrespective of the number of stories that are occupied by three or four unrelated persons and all Section 257 HMOs (buildings converted into self-contained flats) where the building is wholly occupied by tenants.
Why introduce Additional Licensing?
Privately rented housing has grown considerably within Charnwood and is an important part of providing a range of housing in the Borough, so it is important that the properties:
- are of a good standard
- are well managed
The Council hope that introducing Additional Licensing will help to:
- improve property conditions
- residents will be afforded the same protection as people in licensed HMOs.
- avoid a significant and growing disparity in the HMO market
Proposed licence fees
The licence fee will be £700 (subject to change) and will be for the duration of the designation of the Additional Licensing scheme, which will be five years from the commencement of the approval of the licence.
Past consultation on license conditions
The Council recently consulted on the licensing conditions for the borough-wide Additional Licensing scheme.
The consultation lasted for six weeks between January 18 and February 26, 2021 and is now closed.
