The Council is undertaking a 12-week trial of a new camera system which uses a camera to detect littering offences, where litter is thrown from a vehicle.
The LitterCam technology automatically detects rubbish being thrown from a vehicle by using artificial intelligence.
If the offence is caught on the camera, the camera records the vehicle’s registration number. The footage is then verified by the Council before being sent to the Driver and Vehicle Licensing Authority (DVLA) to identify registered keeper details.
Details of the registered keeper will then allow the Council to issue a penalty notice in the post.
Registered keepers could be fined £150 if the cameras catch litter being thrown from the vehicle.

What determines where the camera is situated?
There are many factors which determine where the camera is located. This includes data from previous reports of litter and where we believe there is an issue with littering from a vehicle.
Consideration also needs to be given to traffic conditions such as speed limits and the availity of posts in order to fix the camera system to.
Why is the camera not situated on the A6 and A46 dual carriageways?
The speed of the cars travelling along these roads limit the quality of images required to provide the evidential standard needed.
I have received a fixed penalty notice in the post, can I see the footage/evidence of the offence?
Yes. The footage can be reviewed and contact details are included on your letter.
I didn't carry out the offence or wasn't in the vehicle, why have I received the fixed penalty notice?
New laws introduced in 2018 means registered keepers are liable and may be fined or prosecuted if litter is thrown from the vehicle they own. There is more information about fines on the fixed penalty notice web page.
