Made (Adopted) Plan
On December 15, 2022 Charnwood Borough Council "made" the Sileby Neighbourhood Plan Review part of Charnwood Borough Council's development plan, in accordance with Regulation 19 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

Approval Process
The Examination Report concludes that the Plan Review includes material modifications which do not change the nature of the Plan and which would require examination but not a referendum for the following reasons:
- revised policies largely update those in the ‘made’ Plan;
- where there are additional policies these do not change the nature of the Plan when considered alongside the made Plan; and
- modifications made within the review bring the plan up to date to reflect changes in national and local planning policy.
Charnwood Borough Council has therefore determined that a referendum will not be held for the Sileby Neighbourhood Plan Review. The decision to “make” the plan will be considered at the Council’s next available Cabinet meeting, which will be held on December 15, 2022. Cabinet papers for this meeting will be published on the Modern.Gov website.
Cabinet will decide whether to “make” the below version of the document, which has been modified to include the recommended modifications in the Examination Report.
SEA Determination
Following the regulation 16 consultation and examination, Charnwood Borough Council has issued its final determination on the Strategic Environmental Assessment (SEA) Screening report:

Examination
Charnwood Borough Council has appointed examiner Andrew Matheson MRTPI to undertake the independent examination of the Sileby Neighbourhood Plan Review. The role of the examiner is to consider the submitted plan and representations made.
On November 9 2022, the examiner issued their Examination Report. Charnwood Borough Council has considered the recommendations made in the report and has published the below decision statement:

Pre-examination (Regulation 16) consultation
Sileby Parish Council, has reviewed its Neighbourhood Plan for the parish. In accordance with the Neighbourhood Planning (General) Regulations 2012 (as amended) the Sileby Neighbourhood Plan Review and supporting documents have been submitted to Charnwood Borough Council for the purpose of consultation, examination and, if appropriate, a referendum ahead of it being ‘made’ (adopted) as part of the development plan for the area.
Charnwood Borough Council has considered the Plan against the statutory requirements set out in paragraph 6 of Schedule 4B of the Town and Country Planning Act 1990 (as amended) and is satisfied that these have been met and it can proceed to consultation.

Previous information
Sileby Parish was designated as a neighbourhood area for the purposes of neighbourhood planning on February 10, 2017. The Sileby Neighbourhood Plan was made on January 16, 2020.
Sileby Parish Council decided to undertake a review of the plan, and undertook a Regulation 14 consultation between May 20 and July 1, 2022. The Sileby Neighbourhood Plan Review was submitted to Charnwood Borough Council on July 22, 2022.
