A horse fair is due to take place in Mountsorrel between Thursday, 15 August and Sunday, 18 August.

It is a private event and on private land.

Agencies including the police, local councils and others are engaging with the event organisers and have advised them of the measures they need to take to manage the event, including the removal of waste.

Agencies will remain engaged with organisers during the event and police will have an extra presence in the area.

For clarity, under various rules and regulations, this type of event does not need permission from the council. The event organisers are also responsible for clearing any waste connected to the event.

Who is responsible for the management of the event?

The event organiser is responsible for the safe planning and delivery of their event.The Council is not responsible for managing or controlling events in Charnwood other than those which it delivers itself.

Will there be congestion on the roads?

There is a traffic management plan in place and signage has been put out to help reduce the impact on local roads.  Leicestershire Police will assist with traffic management during the event and any concerns around traffic or road safety during the event should be reported to Leicestershire Police.

Charnwood Borough Council is not responsible for traffic management or safety.

Who is responsible for clearing up waste and litter from the event?

The organiser is required to clean up after the event and has done so in previous years. This process takes a number of days. The organisers will be asked not to burn waste on the site.

Who gives permission for private events on private land to go ahead?

If a private event and on private land is taking place, it is the responsibility of the event organiser and owner of the land to decide if an event goes ahead.

Charnwood Borough Council does not have general powers to stop such events.

If concerns are raised about the event which relate to specific areas that the Council has powers over, such as the sale of alcohol, food safety, licensing, noise, or waste then we may be able to take some formal action. These can only be actioned under certain circumstances and need to meet legislative criteria before the relevant service can take any action.  The Council can only decide whether an event can go ahead its own land. 

What if there are any issues related to the event (or any other event)?

People should report any issues as normal:

Have businesses been advised to close?

No. The council and police have advised local communities the event is taking place. Police and Council officers have been engaging with local businesses.
